DC Council Vote Report: Legislative Meeting 1/18




This past Tuesday, the DC Council held a legislative meeting on a number of important bills that will have a sweeping effect on the residents of the District of Columbia should they be enacted. Most bills are now waiting for mayoral approval, but a few are moving onto their final reading to be held at a later date. CLPA will provide updates on bills as they continue through the legislative process.


Here are the results of those votes as well as links to the bills:


1.) B24-0610 -COVID Vaccination Leave Congressional Review Emergency Declaration Resolution of 2022 (Status: APPROVED. Next Step: Mayoral Approval)


Bill Summary: To amend, on an emergency basis, due to congressional review, the Accrued Sick and Safe Leave Act of 2008 to provide paid time off for COVID vaccinations and recovery; the District of Columbia Family and Medical Leave Act of 1990 to extend and update existing unpaid leave available for COVID-related purposes; and the Coronavirus Support Temporary Amendment Act of 2021 to make conforming amendments.


2.) Bill 24-608- District Government Family Bereavement Leave Emergency

Amendment Act of 2022 (Status: APPROVED. Next Step: Mayoral Approval)


Bill Summary: To amend, on an emergency basis, District of Columbia Government Comprehensive Merit Personnel Act of 1978 to provide paid leave for a District government employee when the employee suffers the death of the employee’s minor child or a stillbirth.


3.) B24-0602-Advisory Neighborhood Commissions Pandemic Provisions Extension Emergency Amendment Act of 2022 (Status: APPROVED. Next Step: Mayoral Approval)


Bil Summary: To amend, on an emergency basis, the Advisory Neighborhood Commissions Act of 1975 to extend pandemic related provisions related to Advisory Neighborhood Commissions, including pandemic election procedures to fill vacancies on Advisory Neighborhood Commissions, authorization for Advisory Neighborhood Commissions to meet remotely, and authorization for Advisory Neighborhood Commissions to approve grants for the purpose of providing humanitarian relief during the public emergency

4.) B24-0604-Office of Administrative Hearings Unemployment Appeals Extension Emergency Amendment Act of 2022 (Status: APPROVED. Next Step: Mayoral Approval)


Bill Summary: To extend, on an emergency basis, the tolling of time period to request a hearing from the Office of Administrative Hearings for unemployment compensation appeals


5.) B24-0612-Foreclosure Moratorium Extension Emergency Amendment Act of 2022 (Status: APPROVED. Next Step: Mayoral Approval)


Bill Summary: To extend, on anemergency basis, the current foreclosure moratoriumuntil June 30, 2022,and to further extend a foreclosuremoratorium to September 30, 2022,for homeowners who have anapplication for certain government homeowner assistance pending approval, pending payment, or under appeal.


6.) B24-0606-Public Health Emergency Credit Alert Emergency Amendment Act of 2022 (Status: APPROVED. Next Step: Mayoral Approval)


Bill Summary: To amend, on an emergency basis, Chapter 38 of Title 28 of the District of Columbia Official Code to require credit reporting agencies to accept a personal statement from a consumer indicating the consumer experienced financial hardship resulting from a public health emergency; to prohibit users of credit reports from taking into consideration adverse information in a report that was the result of the consumer’s action or inaction that occurred during the public health emergency; to require credit reporting agencies to notify residents of the right to request a personal statement; and to provide for civil action for violations of this section.

7.) B24-0611-Returning to School Safely Emergency Act of 2022 (Status: APPROVED. Next Step: Mayoral Approval)


BillSummary: To require,on an emergency basis, the reporting of positive COVID-19 cases within 24 hours to families with a student in an affected classroom and to require that notifications are provided via a parent or guardian’s preferred contact method; to require District of Columbia Public Schools to report to the Council schools that have not been assigned expanded staffing related to the COVID-19 pandemic; and to require the Office of the State Superintendent to post the percentage of randomized asymptomatic testing occurring in each school.



8.) B24-0614-Public Health Emergency Extension Emergency Amendment Act of 2022 (Status: APPROVED. Next Step: Mayoral Approval)


Bill Summary: To amend, on an emergency basis, the District of Columbia Public Emergency Act of 1980 to extend the Mayor’s authority to declare a public health emergency.
